Liverpool City Council: Transformation Programme Communications

We provided communications leadership for the council’s transformation programme over 12 months, turning complex organisational change into engaging content for staff, stakeholders and residents.

The Challenge:

Liverpool City Council needed communications leadership for one of the country’s most extensive and ambitious council transformation programmes, following significant organisational challenges and change. The task was to help staff across the organisation understand its purpose, progress and implications for their work.

The Approach:

Over 12 months, we worked within the council’s communications team, engaging at director level and with Heads of Service to develop and deliver a communications strategy.

We told the story of transformation through video, staff events, written content and branded materials, combining planned activity with opportunities as they emerged. We also attended the council’s bi-monthly Transformation Programme Board, providing updates on communications delivery.

The Outcomes:

We established a consistent flow of communications that built high levels of staff awareness across the organisation.

At the end of our assignment, we handed the programme over to a permanent communications colleague in a strong position, with a clear strategy and established foundations for ongoing delivery.

“Delivering captivating comms on a project that is being shaped and re-shaped is no mean feat, but [Grey Fox] delivered, and delivered in style.

Working at pace and with creativity, [they] ensured that regular updates, people stories and technical information were shared with staff, stakeholders and residents.

Bringing Liverpool City Council’s transformation journey to life was their task and [they] made it look easy as [they] produced copy, press releases, video and resident engagement sessions.”
